Tomato tariffs: Mexican fresh tomatoes and the US antidumping order

Understand tariffs on Mexican fresh tomatoes, the 2025 antidumping order, July 2026 review, product scope and importer checks.

来源优先的答案

The July 2025 Commerce announcement described 17.09% antidumping duties on most Mexican fresh tomato imports. In July 2026, USITC found no changed circumstances sufficient to revoke the order. These source facts do not establish one current duty for every exporter, entry or tomato product; verify the applicable case instructions before using a rate.

Do not transfer this order to all countries or processed tomato products.

2025 announcement
17.09% on most imports

Historical Commerce announcement; exporter and entry instructions need review.

July 2026 review
No grounds to revoke found

USITC changed-circumstances determination, issued July 20, 2026.

What changed in 2025 and 2026?

Commerce terminated the 2019 suspension agreement in July 2025 and issued an antidumping duty order. The July 2026 changed-circumstances review did not find sufficient grounds to revoke that order. This is a source timeline, not a complete record of subsequent exporter reviews or customs instructions.

  • July 14, 2025: Commerce announces withdrawal and the antidumping order.
  • July 17, 2025: the order is published in the Federal Register.
  • July 20, 2026: USITC issues its changed-circumstances determination; publication follows July 23.

Fresh tomatoes, canned tomatoes and tomato paste need separate classification

Fresh or chilled tomatoes are a Chapter 07 classification starting point. Canned tomatoes, sauces and paste require separate classification and scope review. A matching product name or HS heading alone is not an antidumping scope determination.

Before estimating an imported tomato shipment

Record the fresh or processed product description, Mexican origin evidence, exporter/producer, entry date and customs value. Check the official order scope and current Commerce/CBP case instructions. Keep base duty, antidumping deposits, other duties and logistics separate; leave unverified rates unknown.

Will tomato tariffs make grocery prices rise by the same percentage?

A duty rate is not a forecast for shelf prices. Retail outcomes depend on supplier prices, distribution, margins and substitution. A fresh-tomato case does not establish economy-wide inflation.

常见问题

What is the tariff on Mexican tomatoes?

The July 2025 announcement said 17.09% on most fresh tomato imports. Do not treat this historical announcement as a universal current exporter or entry rate.

Was the tomato antidumping order revoked in the July 2026 review?

USITC found no changed circumstances sufficient to warrant revocation. That determination is not a current exporter-specific cash deposit instruction.

Do the same duties apply to tomato paste?

Do not assume so. Processed products require their own classification and order-scope review.
