Import-cost source checklist
A reusable worksheet to separate documented costs from unresolved import questions.
Record the product, candidate HTS, origin, destination, entry date, quantity, and valuation basis before comparing scenarios. Keep private product and order details in your own records.
Download the blank CSV worksheet.
For every tax layer, record the official URL and exact provision, product and origin conditions, exclusions, publication date, effective start and end, retrieval time, and unresolved questions. Retrieval is not approval. Leave unknown values blank and explicitly label their status; only enter zero when supported.
Start with USITC HTS, then check the relevant Chapter 99 provisions, USTR actions, and Federal Register. Use the official-source research guide for the broader checklist. A base rate does not settle additional duties, preference eligibility, quotas, or AD/CVD scope.
Compare origins only for the same product, destination, entry date, quantity, and valuation basis. Country averages cannot calculate shipment savings. For compound or quantity-based duties, obtain the necessary units before calculating.
Open the calculator. Save the inputs, assumptions, source dates, and unresolved items alongside the subtotal. Ask a broker a specific scope question when a required layer remains unresolved.
